Press Release 7/31/20

As your City, it is our utmost priority to provide a safe environment for our residents, visitors, and staff. The City of Manitou Springs is currently managing two members of City staff who are experiencing COVID-like symptoms, but have NOT tested positive. These members of City staff will go through the process of getting tested, and the responsible steps that follow the awaited results. Regardless, we will be providing all of our services, in a manner that holds public health to the highest standard.

City Hall will close today at noon, and the tentative expectation is for City Hall to reopen on Tuesday 8/4. This temporary closure it due to the extreme precautions we take with regards to the health and wellbeing of out employees and our community. During the temporary closure, City Hall will receive a thorough disinfecting. You can still reach all of our departments and receive all of our services by referencing below.

RE: Street Excavations at 20+ Locations

Update: The initial stages of these assessments will begin tomorrow. They are very important  for locating what areas of our gas mains require maintenance. This is a standard practice for reliable delivery of natural gas.
The first excavation will begin tomorrow, July 31st. The assessments will begin at Ruxton and go up to Maple Lane. On Monday, August 3rd, they will begin on the 900 block of Manitou Ave, where street parking on the south/southwest side of the street will be closed. 


MANITOU SPRINGS CO – KR Swerdfeger will be conducting numerous street excavations at 20+ locations over the course of the next few weeks. The excavations will start on Wednesday, near the Ruxton/Manitou roundabout, then move east towards Clarksley. Once a more precise timeline is available, we will provide an update. Thank you!

RE: Aerial Cable Installation

Pauley Construction will be conducting an aerial cable installation on Monday, August 3 through Tuesday, August 4. The installation is along Canon Ave from its intersection with Charles Parker Place to its other intersection with Washington Avenue. Beginning at 8am, the street parking on the west side of the affected area of Canon Avenue will be closed while the crew is working. Thank you for your cooperation!

RE: 49 Minnehaha Road Repair on 8/4

MANITOU SPRINGS CO – Our Public Works department will be conducting a road repair near 49 Minnehaha Avenue, beginning at 8am on August 4th. RE: (Pool and Fitness Center Reopening Tomorrow 7/22)

The City of Manitou Springs is excited and pleased to announce that the Manitou Springs Pool and Fitness Center will be reopening tomorrow (7/22). We are strongly encouraging all of our visitors to make a reservationas per current health guidelines, there are only ten people, disregarding staff, allowed in the facility at once. You can schedule a reservation via the Pool’s new website here: https://secure.rec1.com/CO/manitou-springs-co-/catalog

In order to make a reservation, please visit the website, create an account, and select your desired time and location.

We are requiring all of those who visit the pool to please follow the following guidelines:

  • Check to make sure you have a reservation
  • No showering or changing after swimming/working out
  • If you need to change the Schryver Park public restrooms should be open
  • Lockers are not available for rent. Please keep your items on the deck, 6ft from others.
  • Practice social distancing
  • Masks must be worn unless in the water.

We look forward to opening the Pool and Fitness Center with proper health guidelines in place.

RE: (Storm Drain Clogged at Intersection of El Paso and Rock Ledge)

Storm drains near the intersection of El Paso and Rock Ledge are clogged. Our Public Works department will need to use equipment to get the drain unclogged. This will result in a road closure from the intersections of El Paso and Mayfair to El Paso and Rock Ledge.

We encourage our residents to detour from Garden of the Gods to Manitou Avenue, and then from Mayfair back to El Paso, or vice-versa. Residents who live on Rock Ledge will still be able to access their homes. Thank you for your understanding!

RE: (Emergency Order Concerning the Use of Face Coverings)

MANITOU SPRINGS CO, 7/20/20 approx. 5pm -- To enhance the quality of life for our community, and with an objective to promote the public health of our residents, visitors, and staff, the City of Manitou Springs has signed an Emergency Order Concerning the Use of Face Coverings.

In an online survey conducted by the Manitou Springs Creative District via Polco, more than 80% of the respondents expressed concern over the lack of mask usage in our community. Our goal is for people to enjoy our amazing city, safely, and with health precautions taken.

This Order, which is effective immediately, mandates the use of a face covering while outdoors when 6’ of distance between individuals (who do not share a household) is not able to be maintained. This Order also mandates the use of a face covering in all businesses, given certain exceptions, outlined in Section 5 of the Order.

As a City, we understand not everyone can wear a mask with ease, thus exceptions to the order include person(s) under the age of 10, person(s) who cannot medically tolerate a face covering, and person(s) who are exercising alone or with individuals from their household.

Violations of the Order will be handled by Code Enforcement. Disturbances resulting from disputes over the Emergency Order will be handled by the Manitou Springs Police Department. Individuals contacted for the disturbance may face a fine of $25 for their first offense a fine of $50 for their second, and is subject to an arrest for trespass for failure to leave the business. Business owners have the right and responsibility of requesting anyone in violation of the order to leave their establishment.

Q&A

What is the difference between the City of Manitou Springs’ Order and the State’s current Order?

Although there is a great deal of overlap between the two orders, a key difference between the two is that face coverings are mandatory when 6’ of social distancing is impractical. Please note that this does not apply to those who share a household. Additionally, the use of face coverings is required within our local restaurants everywhere but at the table.

Will law enforcement be citing people for not wearing a mask?

The Manitou Springs Police Department will respond to disturbances resulting from disputes over the Emergency Order, and Code Enforcement will be address reports of businesses who are not abiding by the Emergency Order.

The City’s first step will be spreading education and awareness about the Order to encourage voluntary compliance and mutual understandings.

What exceptions are there to this Order?

Key exceptions to this Order are as follows, a full list can be found under Section 5:

  • Persons under the age of 10
  • Persons who cannot medically tolerate a face covering,
  • Persons who are seated at a table in a food establishment
  • Persons who are exercising alone or with other individuals from the same household
  • Individuals who are hearing impaired or individuals who are communicating with a person who is hearing impaired, where the ability to see the mouth is essential to communication

What is considered a face covering?

A face covering is a uniform piece of material that securely covers a person’s nose and mouth and remains affixed in place without the use of one’s hands.

Do I need a face covering in my car or inside my house?

No, this order only mandates face coverings outdoors when social distancing isn’t practical, and in all public indoor spaces. A public indoor space is an enclosed area that is publicly or privately owned that is accessible to the public, a place of employment, or an entity providing services.

As your City, it is our inherent responsibility to provide the essential services necessary to maintain our amazing community. With that said, public safety is our priority, and we want to ensure our residents that we will be providing all of our services, in a manner that holds public health to the highest standard. The City of Manitou Springs is managing an unforeseen COVID-19 exposure that a single member of City Staff experienced. The exposure was outside of work, and the individual is showing no symptoms, and is awaiting test results.

City Hall is closed for only today (7/17) for thorough disinfecting and extreme precaution. For an enhanced customer experience due to limited staffing, our plans are to reopen on Monday (7/20) with limited hours, and by limited walk-ins and appointments. Details on how walk-ins and appointments are being handled are outlined below. We look forward to continuing to serve you!

MANITOU SPRINGS CO –  

Over 80% of our residents who responded to a survey, promoted by the Manitou Springs Creative District, expressed concern over the lack of mask usage in our community. 

On Tuesday July 14, with full intentions to promote public health and safety, City Council gave direction, under the City’s current emergency ordinance, to implement an order requiring mask usage.
