The City of Manitou Springs will be participating in the Coordinated Election on November 7, 2017.

The ballot will include the following Referred Measures:

SHALL CITY OF MANITOU SPRINGS DEBT BE INCREASED $3.9 MILLION, WITH A REPAYMENT COST OF UP TO $7,000,000; AND SHALL CITY TAXES BE INCREASED UP TO $400,000 ANNUALLY TO PAY SUCH DEBT, WITH THE PROCEEDS TO BE USED FOR THE PURPOSE OF PROVIDING FIRE PROTECTION IMPROVEMENTS AND OTHER IMPROVEMENTS FOR CITY PURPOSES, WHICH MAY INCLUDE BUT ARE NOT LIMITED TO:  

  • CONSTRUCTING AND EQUIPPING A MUNICIPAL PUBLIC SAFETY FACILITY TO BE UTILIZED AS A TRAINING AND EMERGENCY OPERATIONS CENTER FOR THE FIRE AND POLICE DEPARTMENTS, AND FOR USE DURING TIMES OF FLOOD OR OTHER NATURAL DISASTERS TO MAINTAIN CONTINUITY OF GOVERNMENT, AND AS A STORAGE FACILITY FOR MUNICIPAL PURPOSES;  

AND SHALL THE MILL LEVY BE INCREASED IN ANY YEAR WITHOUT LIMITATION AS TO RATE BUT ONLY IN AN AMOUNT SUFFICIENT TO PAY THE PRINCIPAL OF, PREMIUM, IF ANY, AND INTEREST ON SUCH DEBT OR ANY REFUNDING DEBT (OR TO CREATE A RESERVE FOR SUCH PAYMENT); SUCH DEBT TO BE EVIDENCED BY THE ISSUANCE OF GENERAL OBLIGATION BONDS OR OTHER MULTIPLE FISCAL YEAR FINANCIAL OBLIGATIONS; TO BE SOLD IN ONE SERIES OR MORE, FOR A PRICE ABOVE OR BELOW THE PRINCIPAL AMOUNT OF SUCH SERIES, ON TERMS AND CONDITIONS AND WITH SUCH MATURITIES AS PERMITTED BY LAW, INCLUDING PROVISIONS FOR REDEMPTION OF THE BONDS PRIOR TO MATURITY WITH OR WITHOUT PAYMENT OF THE PREMIUM OF NOT TO EXCEED ONE PERCENT; AND SHALL SUCH TAX REVENUES AND THE EARNINGS FROM THE INVESTMENT OF SUCH BOND PROCEEDS AND TAX REVENUES BE COLLECTED, RETAINED AND SPENT AS A VOTER APPROVED REVENUE CHANGE UNDER ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION OR ANY OTHER LAW?

Are you Registered to Vote?
HB 13-1303, passed in 2013, changed voter registration rules.  Under HB13-1303, voter registration is permitted on any day up to and including the day of election.  In order to vote the Manitou Springs ballot, you must be a resident of Manitou Springs and must have resided in the State of Colorado for twenty-two (22) days immediately preceding the day of the election.  Registration options are as follows:

  • You may submit an application through the mail, a voter registration agency, a local driver’s license examination facility, or a voter registration drive no later than 22 days before an election (October 16, 2017).
  • Voter registration is available via the Secretary of State’s online voter registration system at www.govotecolorado.com through the 8th day before the election (October 30, 2017).
  • You may register to vote by appearing in-person at a Voter Service and Polling Center through Election Day.  Note:  a Voter Service and Polling Center will be open at Manitou Springs City Hall, 606 Manitou Avenue, from 7:00 am-7:00 pm on Monday, November 6, 2017 and from 7:00 am-7:00 pm on Tuesday, November 7, 2017 (ELECTION DAY).

As an El Paso County voter you will automatically receive a mail ballot in the upcoming election only if you are in an "Active" status.  Unfortunately you cannot change your voter record by email and any change or re-activation must be through one of the processes listed in this email. If you need to update your information please go to www.GoVoteColorado.com with your valid Colorado driver's license or identification number.  If you do not have a Colorado driver's license or identification number, or would rather complete a paper form, you will find our forms at www.GoVoteColorado.com.
