RFB NUMBER: 2019-07 
FIELDS PARK, TENNIS COURT LIGHTING
The City of Manitou Springs Public Services Department hereby calls for bids for tennis court lighting and required appurtenant electric support as needed at the City’s Field’s Park recreation site (Attachment A). 
The Contractor shall follow the City’s approved protocol (attached) and follow the direction of the City’s Public Works Director, or designee in the completion of the following Scope of Services:
  1. Project will include installation of lighting sufficient to light the municipal tennis courts in periods of darkness. Up to 4 poles with dual fixtures are anticipated.
  2. Any/all structural supports for light masts shall be designed and constructed by the contractor.
  3. Closest electrical service is approximately 66’ away, boring or trenching to the light masts shall be included in this bid.
  4. A pull box with extra pull wire shall be included.
  5. Environmentally friendly LED lighting shall be used.
  6. Alternative for timers and or dusk to dawn photocell sensors shall be identified
  7. A staging area will be provided but the contractor shall secure the construction zone at all times.
  8. Contractor shall secure all required permits.
  9. Bid shall include a schedule of completion.
  10. Light standards should include down lighting to minimize affect on the night sky.
  11. If soils information is needed, this shall be included in the bid.
  12. Bid shall include a tabulation of all costs, including securing site, mobilization, light standard type and height, repairs to any park facilities including irritations systems, restoration of any trench including repair of turf.
  13. It is the Contractor’s responsibility to contact 811 for utility locates.
  14. Bid shall include an estimated completion schedule.
  15. The Contractor is responsible for damages, inside or outside of work area and is encouraged to photo log current conditions and maintain a daily log of progress throughout the project from commencement to completion. Such photo logs and daily log of progress shall be submitted to the City upon completion of each repair.
  16. Prior to start of the contract, the Contractor must attend a kick-off meeting with the City and its representatives.

  • Pre-Bid meeting will be held at 10:00 AM on Wednesday, July 31, 2019 at the Public Services Facility, 101 Bank Place, Manitou Springs, CO; this is NOT a mandatory pre-bid.
  • Deadline for questions: August 9th, 2019, email questions to
  • Bids can be submitted electronically to , via mail or hand delivery to 606 Manitou Avenue, Manitou Springs, CO 80829, by no later than Friday, August 23rd at 3 PM.
  • Contractor must have a DUNS number.
  • The contractor shall obtain, at his own expense, all permits, licenses, and inspections and shall comply with all laws, codes and ordinances promulgated by authorities having jurisdiction, which may bear on the work.
  • The contractor must provide a copy of State of Colorado’s Contractor’s license.
  • The contractor must provide a completed W-9 form including the vendor’s Tax Identification Number (TIN).
  • The contractor must provide a copy of a Certificate of Insurance providing proof that your business carries Worker’s Compensation Insurance.
  • The selected contractor will be required to obtain performance and payment bonds to cover 100% of the project contract amount.
  • Payment will occur via monthly progress invoice, with final payment upon completion/acceptance.
